This state orphanage in Vladivostok is taking care of 89 infant orphans requiring most delicate attention. These kids are from 3 months to 5 years old and most of them are mentally or physically challenged. It is very poorly supported by the state. Maybe being 6,000 miles away from Moscow has something to do with it. It needs everything, including major renovation before roof falls on the heads of the poor infants and courageous staff. Automatic washing machine and food supplied by the foundation are crucial to our survival. We know Kirill since 1995 and he has helped us in the past. State financial support is not sufficient even for minimal survival level for our 90 infants. We have to rely on additional support from charitable funds and private donors to provide food for the children, appliances and building upkeep. We hope for continuing support from the Ascent Foundation in raising necessary funds for the projects at our orphanage. V.S. Kasyan Director, Vladivostok Orphanage for Infants Media Coverage Orphanage refuses kids (Vladivostok News, 1998) The Vladivostok Infant Orphanage recently stopped admitting children or conducting international adoptions because of fund shortages, according to Orphanage Director Viktor Kasyan. Neither the mayor's office nor the regional administration has agreed to finance the institution. Pervomaysky district auditors recently seized the orphanage's empty accounts as punishment for unpaid heat, electricity, and laundry service debts. An arbitration court may order it to sell some assets to pay back the debts. The orphanage provides care to 90 preschool-age kids. Note: currently this orphanage continues to admit children and it is open for adoption. |
