Letter from the Governor of St. Petersburg Original in Russian Dear Friends, With all my heart, I would like to welcome the participants of the "Assembly on Equal Rights for Disadvantaged Children," taking place under the slogan "Lets make the 21st century a century of social well being!" Helping and supporting socially vulnerable children and adolescents is an honorable pursuit that deserves help and encouragement, since it promotes the growth of country's citizens. Evgeniy Alexandrovich Kliot, the President of St. Petersburg Family Commune Hope, has been the main inspiration for this humanitarian initiative. His revived concept of a commune is six years old now, and Hope has successfully raised fifteen graduates, equipping them with the necessary skills to make them wholesome and productive members of society. Commune Hope has been preserved also due to the great support provided by the Administration of St Petersburg, government of Karelia, administration of Lakhdennokhskyi District, and the small settlement of Tervu, which hosted St. Petersburg's troubled children on its land. Charity organizations, Russian Church, and Duma members - have all aided the Commune Hope with its daily difficulties. We thank them for their kindness and generosity. As I wish Commune Hope another happy birthday, I would also like to wish great achievements, good health, happiness and a great life to all its members and graduates! The Saint-Petersburg City Administration for Preparation and Holding of the Tercentennial Celebration Of Saint-Petersburg Date: 11.22.01 Doc #: 020-085/161 Dear Natalya Igorevna: I am responding to your letter #2221-912, dated 10.26.01, where you appealed for any support in holding a 10th Jubilee Celebration of the Family Commune "Nadezhda". The Saint-Petersburg Public Organization "The Family Commune "Nadezhda" deals with problems of social rehabilitation for orphans and social orphans aged 12 to 25. "Nadezhda" uses its own resources as well as help and support of public organizations and charity funds for implementing its projects. According to scientists and leading experts of the Northwestern Region of Russia in Social Pedagogy and Psychology, "Nadezhda" has become one of the models for social institutions: here problems of social rehabilitation and adaptation of orphanage graduates and orphans, deprived of parental care, are solved by using civilized and humane approaches. I support your proposal to include the above-mentioned event into the program of the Jubilee Week of March 25, 2003, the day celebrated under the motto "Holiday on Every Street!" The Labor and Social Protection of Population Committee is ready to provide procedural and informational help in preparation and holding the Commune's 10th Jubilee Celebration.
